CTRL Panel Icons

Hi,

I want to hide the Administrative Tools icon in the
control panel. What is the best way to do it?
I know that Control Panel Icons have the extentsion of
*.cpl, but I am unable to find what it associated with
it. I know if I go into Group Policys and can specify
what icons to hide. That is the way I want to do it.
