Ctrl-Alt-Delete 'refreshes screen' but does not bring up task manager

Greetings

I have an Athlon 64 2400 running on an MSI K8T Neo mother
board with 1gb of ram and a Radon 9800 graphics card.

I'm noticing two things which are troubling me.

Control-Alt-Delete seems to cause the screen to flash,
almost as though explorer is restarting, but, does not
bring up the task manager. (very frustraiting)

Explorer when doing disk I/O thought the 2.0 usb port,
pegs the system with 95-98% of the processor usage for
explorer alone. Needless to say this leaves the user
with 30 second to 2 minute screen refreshes and actions.

Any thoughts?

For the 1st problem:

See if you have taskmgr.exe and try to run it. If the same behaviour is seen, it's may be caused by viruses. Run a full system virus scan.
