Ctrl-Alt-Del brings up Task Manager or not?

I tried googling for
"windows xp" "task manager" directly
but couldn't find anything. (Suggestions for what search I _should_
have run are welcome.)

When I do Ctrl-Alt-Del on my computer at work, I get the little panel
with six buttons, one of which is Task Manager.When the co-worker in
the next cube does Ctrl-Alt-Del, she gets Task Manager.

I know this has been discussed before, and I'm embarrassed that I
can't find the discussion, but what's the setting to control that?

If no tabs showing, double click on border

CTRL+SHIFT+ESC..
Should work everytime.

Use that instead.

Even though problem solved, out of curiosity: what's the setting that
controls whether Ctrl-Alt-Del goes directly to Task Manager or not?

Windows Security opens Task Manager

So, pretty much What David said. It's a Welcome Screen thing.
