ctl3d.dll missing

I cannot find a Windows XP version of the ctl3d.dll DLL I
need to get a program to function correctly. What
version number designated Windows XP version and where
can I download it? Supposedly, some installations of
Windows XP contain this file and some don't. I cannot
find a system that has it nor can I find out why some do
and some don't. Can it be extracted from the XP CDROM?
If so, how?
