crytographic service

I installed a video card on our computer. The card was
installed successfully, however when attempting to install
the associated software, I get the following prompt: "The
cryptographic service must be turned on" (or similar). I
have also gotten the message "the software you are
installing, has not been digitally signed by Microsoft and
will not be installed.
can anyone help with these problems. thanks in advance
