Cryptographic error when installing SP-1 or updates.

I receive the error "Setup
could not verify the integrity of the Update.inf. Make
sure the Cryptographic Service is running on this
computer".

System has been fully virus scanned using latest McAfee
DAT. It found/cleaned 4 viruses including Blaster.

After that I attempted to install the RPCSS patch and then
SP-1. Neither worked. Both gave the error listed above.

I have tried all steps referenced in MS KB Q326815 as well
as re-registering the 9 DLL's and renaming CatRoot2.

Please advise...

When you install Windows XP SP1, you receive 'The Update.inf file is not
correct'?
Setup Error
The <path>\Update.inf file is not correct.
If Cyptographic Services has NOT been started, you will receive this error.
To resolve this problem:
1. Open a CMD prompt.
2. Type net start "Cyptographic Services".
