Cross reference to level 3 header

When creating a cross reference to a header I can only see level 1 and 2
headers. How do I cross reference to a level 3 header?
 
When you select "Heading" as the reference type in the Cross-reference dialog
box (Insert > Reference > Cross-reference), you should see all headings
formatted with any of the built-in heading styles (Heading 1-9). If no items
with Heading 3 are listed, it indicates that you have not formatted any text
with the Heading 3 style. You may then need to check and correct the
formatting of your document.
