No, it isn't. If it's a crossover cable, the package should clearly
say so.
To tell whether it is, hold the two ends together in the same
orientation, e.g. facing toward you with the clip down. If the wire
colors are in the same order on both, it's a regular (patch) cable.
If the wire colors are in different orders, it's a crossover cable.
