Critical error loop

Error message: Fingerprint Software Win 32: wtsrsn err 14

When rebooting (not restarting) after installing MSN Premium ISP
software, Windows encounters a critical error and goes into a loop
restarting automatically. After many attempts to resolve this issue,
one call to Toshiba support and two calls to MSN support, I resolved
the issues by restoring the system to the out-of-the-box state and de-
installing the Protector Suite software.

Why does Windows go into a rebooting loop?
What is this error?
What is the fix...other than de-installing the software?

First we need to understand that restarting and rebooting are exactly the
same thing. Booting and starting are exactly the same thing.
So, this part of your message lost me.

It looks to me like windows goes into a rebooting mood/restarting mood
because the other software, Protector Suite has not been written properly to
interface with windows properly. This causes windows to crash, thus the
restarting repeatedly.

To fix this, you should be talking to the Protector Suite people. Go to
their website and look for support.
I usually go to support and look for frequently asked questions, faqs.
Look for patches or upgrades and install them and see if your problem
persists. If so, contact their support people by email and see if they can
help you. If not, don't run the software unless you like to watch the reboot
process. :O)

When the system automatically restarts after installing the software
(Do you want to restart now?), the error did not appear. When the
system was shut down and powered off, then restarted, then error
appeared. As for the UPEK support site...almost as bad as the Toshiba
support site. I've de-installed the app and will continue to use
passwords.
