Creating Toolbars

Creating toolbar using Tools, Customize Toolbars, New, (type nameof new
toolbar), then supposed to find "make toolbar available checkbox where I can
select normal.dot, and click OK. Problem is, there is no Make toolbar
available to box anywhere to be found. Tried it using Word as email editor,
and word turned off. Anybody know what I am doing wrong?

That option is only when you are in word or are in the compose mail window
with word as the editor.
