creating partition

Does windows 2000 have a way that I can create a partition
in already partitioned space (windows is preloaded and
harddrive is one big partition) without dumping and
reloading? I know I can do it before install and I know
there is third party software that can do it but is there
anything within windows 2000 that will allow me to do this
without reloading my machine or buying some other software?

No, Win2000 does not have any utility to reduce the size of your current
partition, so it is either a reload or third party software to solve your
problem.
