Creating New Users

I have Windows XP Home. When I try to create new users on
my pc, I get the following error message when I try to
log in under the new user:

"Windows cannot load the user's profile but has logged
you on with the default profile for the system ..."
The user does not have administrator rights, even if i
tried to creat another administrator user.

Why do I get this message and what can I do to fix the
problem and create users on my pc.

Seems you dont have admintrative rights on the machine.
Login to the system with administrator account and make
your self as administrator for that machine and try the
same.
