Creating desktop shortcuts

My desktop seems to be locked and prevents me from creating shortcuts. What
do I do? When I right click and click on create shortcut one is created.
However, when I try dragging it to my desktop is doesn't show up.

Right click on the desktop, select properties, desktop tab, customize, Web,
and check to see if Lock desktop items is checked.

Right click > send to > desktop create shortcut........
