Creating customized menus

I have a database that was originally designed (at least the Windows version)
Access 97. It is currently running under Access XP. I am trying to migrate
it to Access 2007. Actually, it seems to run fine right now. But I have
some customized menus and toolbars that may need maintaining in the future,
and I cannot find how to work with them. If I go to the "Add-Ins" Tab I can
see some of them displayed. But I cannot seem to do anything with them.

From the reading I have done, it seems that these menus and toolbars are
created using macros in Access 2007. But my macro development section on the
ribbon seems to be disabled. I can run a macro, but I don't seem to be able
to create one. Also, in looking through the Help document, there was one
place where it said to place a checkmark in the option to show the Developer
ribbon (or something like that, I don't have Access 2007 here and in front of
me right now). But that option is not on the tab in the Access options as
described in the instructions. Any suggestions would be greatly appreciated.

I don't think there is a developer tab for Access. The other Office
products has (and found in the "Popular" category of the options), but
I don't think Access have. You can create all kind of objects from the
Create tab.

I have one app that's running on 2000-2007 versions, where I display
toolbars in 2000-2003 and customized ribbon in 2007.

I lost some hair in the process, and what little is left became more
grey, but the site of Gunter Avenius helped a lot:

Both Gunter, and others, seem to have made some utilities/apps to deal
with this, which you might find through some search.
