Creating custom user profiles

I would like to create some custom profiles for a Win XP Pro computer.
There will be 2 users who will utilize different programs.
I only want them to be able to execute these programs and only have access
to shut down function from the start button.

I do not want them to be able to explore from desktop and I do not want them
to have access to the programs menu. I do want to allow them to be able to
print from their programs.

What program on WIN XP will allow me to do this?
