Creating Custom Templates for Coworkers to Use

I'm trying to create custom template for my coworkers on my team to use but
am having trouble gettting their fonts to be the ones I set for the template.

I have created the page as a template, sent it to them, and told them how to
save it as a template. They are able then to create a new document, just like
they are supposed to; however, the fonts I have set for the page change. We
have High Tower Text set for headings and Garamond for body font, but
sometimes their text changes to Times New Roman or Calibiri or something
else. They aren't doing it--they are not very knowledgeable in Word and
wouldn't know how to most likely.

Why does the template not lock in the font? Is there an easy fix for this or
a setting I can choose to make sure the font I set is the one that they end
up using when creating a document based on my template?

Version of Word? If this is 2007, then it's pretty easy to apply a
different theme. If your styles are created with theme fonts, that would
explain it.
