If you mean "border art" then No.

If you just mean a coloured line border, then yes. Using a table, and set
the border property to whatever you want. There are other methods using
layers and CSS to set the border properties.

You can put a small repeating image tile as a table background, then set the
cell spacing to the size of the image so it tiles in the gap between the
table border and the cell border.

Takes a little tweaking of table size and height to make this work.

Give cells a color or image background to cancel out the table background.

Don't set table height on either table.
Set the width of the outer table to whatever it should be - say 100%
to cover the width of the browser.
Set cellpadding of the outer table to the width of the background image
(which should have equal width and height for an even border).
Set the width of the inner table to 100%.
Set the background of the inner table to a single colour to mask the
outer table's background.

The heights will adjust according to contents of the inner table.
