Creating boot disks on cd?

Anyone know how I could create a boot disk in Linux to burn to cd with such
small niceties as fdisk, scandisk, and any other usefull wee tools?
 
Yes, 'twould prbably be true... was hoping to see if anyone might've known
here... as I'm hoping to use it to reinstall XP.... blech

The XP CD is bootable.
You boot from the CD and do a clean install.
