Install XP from hard drive

I've got a Compaq 3015us laptop which doesn't support booting to a usb flash
drive. I created 2 partitions c and d, respectively and the I386 folder has
been copied to the D: drive. I do not have a USB floppy or a ""regular"
floppy drive for the latop.

I know that with a Windows 98SE floppy boot disk, I can achieve what I'm
wanting to do which is going to the d drive in DOS and typing in WINNT or
setup or whatever the case maybe and it installs. Of course there's fdisk,
etc...as well.

How can I make a cd Win98 boot disk? Is there a better way to do it and is
there a guide for me out there?
