Can you select a certain group of rows and columns, then separate tha
from the rest of the worksheet? As if it could make its own littl
worksheet, so I could edit the # of columns and the sizes of thos
columns without it changing the entire worksheet? If so, how do I d
that? thanks

No.

Among other things you cannot change the width of
a cell within a column, the entire column must have
the same width. The entrie row must have the same
width.

You can address a cell within a range, but I don't think
that matters to you at this point.

If you just want a picture on top of your spreadsheet you
might want to make a copy of your worksheet to mess with
column widths, borders, colors, fontsize etc. then
select a range of cells and Copy (ctrl+c) return to your
original sheet and paste as picture. Shift+Edit, Copy Picture

There are also Text boxes that you can use that would
be on top of the spreadsheet. Drawing Tool, Text box,
draw from upper left corner to lower right corner from
where you want the text box to appear.
