XP

in Windows XP. Note that this feature works only with program
shortcuts on the desktop or the Start menu. This feature does not work
if the desktop shortcut is a shortcut to... http://support.microsoft.com/default.aspx?scid=kb;en-us;310417
With third party software, yes. Look for "Winkeys". Try here:
www.cnet.com and also at http://www.winsite.com/. Just do a search
on either site and you should be able to find it. Also, Winkeys is
freeware and works fine with XP.
Does it really have to be the Windows Logo key combo or do you just want a
hotkey? You can do a search for CMD.EXE (generally found in
C:\Windows\System32) then create a shortcut for it. Right click the short
cut icon and select Properties. Under the Shortcut Tab you will see
"Shortcut key" Just press a key that you want to use for the hotkey and the
combo will be displayed. For example if you press "C" the combo will be
something like Ctrl+Alt+C. When you press the combo the Command Box window
will open.
