Creating a Subweb

I am trying to create a subweb on a Windows 2000 server. I am creating a
folder then trying to convert to web. I am receiving the following
error:Unable to create a disk based web.

The web is actually on a web server. Any thoughts or suggestions would be
appreciated.

Make sure you have a web open via http.
