Creating a Navigation Bar

The insructions say to place the cursor anywhere you want to insert a
navigation bar in the design view. Then the click Navigation on the view
menu. When I go to the view menu, Navigation cannot be selected. What am I
doing wrong? How do I insert a Navigation bar in Frontpage 2003?
 
Do you have a web / site open when you do this, and not just a page?
