Creating a menu

Is there a way in FrontPage 2003 to create a top menu as
on this page?

The neat thing is when you click on each tab you are
taken to the information related to the tab. Currently I
am using one page with bookmarks to jump to the various
information.

It is just done using images and text links, not something that FP can do directly, but is something
that you can do using tables and image, etc. in FP.
