Create Windows XP Boot CD

Recently my system crashed. I tried Safe Mode, DOS boot floppy disk, and the
original Windows XP Pro CD. I could not bring up Safe Mode, I am not a DOS
expert and do not know all the commands, and the original XP CD wanted to
reinstall, which I did not want to do at that point.

All I want is an XP boot CD that allows me access to the OTHER files on my
hard drive.

Is there a way to create an XP boot CD that allows a bare-bones version of
Windows to run (run Safe Mode from the CD?) so that I can access the hard
drive without reinstalling Windows XP?

When I inserted the XP CD it asked for my Administrator password. I cannot
ever remember establishing an Administrator password, and no matter what I
did, including leaving it blank and hitting ENTER, nothing worked.

So I take it there is no way to create a Windows XP Boot CD?
