create stationery

I would like to be able to create stationery and have my staff make their own
- I have done this with some instructiuons using FP2003, but my users are not
going to be able to do this, I saw some posts that had free programs to use
for creating stationery, however the three links I saw, 2 were trial only and
one was for OE.

Are there some free programs I can download for my staff to create their own
stationery in Outlook 2003?
