Outlook 2007 - Custom Stationery

Hello ~

I've been trying to use custom stationery in Outlook 2007 and haven't been able to get it to work. I can create the .htm file and see it in the stationery folder but when I try to apply it to a new message (Actions/New Mail Message Using/More Stationery) the file I've created does not appear in the Theme or Stationery list.

I've searched and searched for a solution but have yet to find any information about this exact issue. Can anyone offer any suggestions or point me in the direction of a solution?
