Create rule based on message

Using Outlook 2000.

In the help file under "Create rule based on message", step #2 says:

2. On the Actions menu, click Create Rule.

The problem is, there is no "Create Rule" item under Actions. The only
thing I can find pertaining to rules is the Rules Wizard under
"Tools".

Any suggestions?

Hi Tom
I know this is a silly question to ask but, are you sure
that you have the email message open and are looking at
the right "actions" menu, the one within the open email
message does indeed have "create rule" on it :)

I am looking at the "actions" menu at the top, the only one I can
find. Check out the link, there isn't a "Create menu" thingy.

I looked at your screen shot - you need to open an email - then go to the "Actions" menu in the open email - donot use the "Actions" menu in the Oulook home view.
