create new user error

I'm getting the following error when I try to create a
new user in the control panel "Error: the
username 'rachel' is not available. It had been taken by
another site. Please select a different user name such
as 'rachel1' and resubmit the form." Why can't I use
rachel. It is not currently being used as a username nor
was it ever (as far as I know). Any ideas?

What is this in relationship to? In general FP doesn't interact at all with the Windows Control
Panel. If this on a remote server, then you have to contact your hosting service.
