Create keyboard layouts

Hello!

I use a Brazilian Portuguese keyboard (with cedilla).

Sometimes, when I am typing text in English, I don't need accented
characters, so:

Is there any good freeware to create custom keyboard layouts?

E.g. the 'ç' (Cedilla) which I don't use, would be replaced by the '&' key
which I would use more, then I wouldn't need to press the shift key.

I am using Windows XP.

If you use more than one keyboard, ie one standard. one usb, can they
have different layouts?
