Hi;

How do I convert an image into a Power Point background ? I've used images
in the background, but would like to be able to create my own library of
backgrounds.

Format, Background, Fill Effects, Picture, Select Picture and apply to all.
The save your presentation as a Template file (.POT) this will allow you to
use it over and over again.

As a follow up, how do I remove a background currently being used in a
presentation ?

Depends what it is. You can either put one of your pictures or apply a new
style to the presentation
