Create a Windows XP boot CD to start the computer

Good day,
I would like to know how to create a Windows XP boot CD to start my computer
so I can save my emails. When my start my laptop Averatec 3200 French
version), I am getting a screen with the option to start in a normal mode or
in a safe mode. When any option selected no other screen or option is
offered.

My USB memory stick light is on when connected. I would like to copy my
documents and emails to my stick and reinstalled the rescue disk from the
company.

How can i do?
