Create a rule to copy all incoming emails to an Outlook folder

For a brief period, I want to place a copy of all of my incoming
emails into a separate folder in Outlook 2000, as well as viewing them
in my inbox.

What kind of rule can I set up that will do this?

Note that not all emails will be addressed directly to me, or copied
directly to me. For example, I subscribe to some email lists, and the
emails from these lists are sent to the list name e.g.
(e-mail address removed) rather than to me specifically.

Advice would be much appreciated.

Create a rule that has no conditions and the action of copying the items. That will copy all messages. If you want only selected messages, you'll have to create a rule or rules to distinguish those by To address.
