Create a public folder in Outlook

There is no "All Public Folders" or "Public Folder" available to me when I
try to create a new folder - only "Personal Folders".
What is required in order to create Public Folder in Outlook?
I need to have an Office Calendar and Common Contacts folders available as
soon as possible.

Please help!

Public folders are available only when you're connected to an Exchange
server.

You need Exchange.
