Create a new user account in Safe Mode?

I am trying to troubleshoot a problem with my Media Center XP PC. Windows
Explorer has stopped working. I have tried numerous things to correct to no
avail. One suggestion on this forum was that my user account may have been
corrupted. I booted my PC in safe mode and was able to launch Control Panel.

The suggestion was to create a new user profile. When I boot in Normal Mode
since I cannot launch Control Panel I am unable to create a new user profile
in there, is it possible to create a new user profile in Safe Mode???????
 
Yes.... Safe Mode is mainly to disable drivers that are not necessary for
simple booting and troubleshooting.

As long as you can log on as the Administrator to the local machine, you can
create a new user account in safe mode.

Control Panel -->Admin Tools --> Computer Management --> Local Users groups
and choose "New User" from the Action menu.

I'm not sure how your user current user account could be causing problems
with Windows Explorer though. That almost sounds like a registry issue or a
virus (or both)

I'm curious as to what you find out.
