Create a folder via GPO in Outlook 2000/2003?

Hi:

I've looked for this high and low. I hope someone would give me some
pointers.

I want to create a new folder in user's Outlook (mix of 2000 and
2003).

How do I do this via GPO...really don't want to visit all user
workstation.

If GPO isn't possible, how about a script?

Rules with limited server-side only capabilities can be created with the
Rule.dll COM component and CDO 1.21. No other rule creation techniques are
available. See http://www.outlookcode.com/d/exstech.htm

Creating a new folder is not a valid rule action anyway, so I'm confused
about what your actual goal might be.
