create a download page it files indexed?

How do I create a download page? I wish to place files in a folder and make
it available for others to download from.
 
Place the files in a folder.
Link to them from another page just like you would link to anything else.
Publish your web.
 
the simple way it to create links to the files you want people to
download.....
