Creat AD remote site

Hi I am in the process of trying to add a remote site to my AD domain.

I have a single server in a remote site connected to my domain using windows
2003 site to site VPN and I can ping, unc path andsetup a secondary DNS zone
in the remote site ok.

The problem I am having is that when I run DCPROMO it gets so far and then
hangs when it asks do you wish to replicate later, and when I then hardboot
the remote server it is in a limbo stage between server and domain controller
as it is added to the domain controller ou in ad but active directory is not
installed on the serverand ADDNS has not been setup

Is this because I am running RRAS with my VPN connection to my domain on the
same server that I am trying to promote to adomain controller?

If so what is the best way to go about this without spending a fortune.

in this case, you would setup the secondary DNS on the remote site and follow this rule: If you have two or more DNS servers in different locations, you will setup primary DNS and 2nd DNS servers point to themselves as primary and each other as secondary.

I would also add WINS on both sites.
