CrashOnAuditFail with logon/logoff Causes Blue Screen

OS: Windows 2000 Server (Build 2195, SP4)
Hardware: Compaq ML370 and IBM eServer
Bug: Blue screen occasionally occurs on system shutdown with message
STOP 0xC0000244
An attempt to generate a security audit failed.

Additional Information:
(I have seen KB178208 & related articles already!!)
logon/logoff auditing is on (intentionally, we want to monitor this).
CrashOnAuditFail is also on.
(This is also intentional, we want this to happen.) There is plenty of room
on disk and the the log overwrite policy is set to 'Overwrite events as
needed'.
The fault seems to be that the event log service is shutting down too soon!
Microsoft believes this bug was fixed in SP4 but this does not seem to be the
case.

I get the same problem with some Dell servers. Of course Dell said it is
software, not hardware. It doesn't happen all the time. It appears to do it
every other time.
