Crappy toolbar/error signature

For some reasons windows XP automatically downloaded a crappy toolbar onto my computer. I cannot delete the program as it reappears. The only way I can remove it is to do a system restore. However, once removed, Microsoft will once again download this toolbar when I am on line. The main problem with removal is now I get a signature error everytime I want to use some aspect of the microsoft system, whether it be opening pictures, documents, using search or internet explorer. This problem does not fix itself with system restore. Microsoft- after ruining my computer allows me to do one of three things
1) gives me a link to a help site which is in Japanese
2) Gives me disable instructions which require I open Internet Exporer which I cannot
3) Pay them $35.00 in extortion fees to fix the problem their automatic downloads created.

HELP!!!!!
 
Sounds more like a hotbar\spy bot problem and not Microsoft. You were more
than likely surfing around, downloaded something or visited a site that
snuck this little gremlin into your system. You need some third party
software that seeks out and destroys these things. Without any further info,
you should also have some kind of system protection in place. Microsoft is
like a horse, you can take it to water but you can not make it drink. It is
up to you to protect yourself. Microsoft just opens the doors for you.
