CPU Utilization is above 50% always, once it crosses 50%

I have a strange problem in my Windows 2000 sp3, terminal services, metaframe XP FR2 server. The hardware is IBM Xseries 230 dual processor, 1 GB RAM, 18 GB HDD with free space ranging between 80 to 500 MB in boot partition.

After restarting server when I open performance monitor (normally I keep it open all the time), CPU utilization counter shows the normal and realistic values. With increase in no. of logins CPU utilization fluctuates and goes upto 60 percent some time. But once it crosses 50%, it doesn't come down eventhough there is no load on CPU and no. of users are less unless I restart the server.

Which processes are using the CPU cycles? Easiest checked in Task
Manager.

Thanks for the reply.
Actually, there is no processes which consumes high CPU cycles except system idle process. The following processes are running rightnow and CPU utilization is >50% though it should be max. 9 to 10%
