High CPU Utilization on W2K TS

I have a terminal server that is having CPU utilization issues. The server
is a Dell PE2650 with Dual 3.3GHz Xeon processors and 4 GB of RAM.

If no users are logged in, the server runs normally. However, once I get
about 20-40 users on it, the System process (not the System Idle process)
goes crazy. It consumes 25-60% of the CPU.

I have applied the 827825 hotfix to resolve a profile problem.

The OS is Win2k Advanced Server SP3, with all current updates (with the
exception of SP4, which caused more problems than it was worth).

Any help would be greatly appreciated.

Thanks.

As a sidenote, I am also having problems with IE. When I launch IE, it takes
between 1 and 3 minutes to load a page. It basically just sits there and
does nothing. I can go to another terminal server and launch IE, and the
page loads immediately.

Just as an experiment, could you install SP4 on a test
machine and see if the problem still exists?

Are you also having problems with the system using all the
processor cycles? Have you tried disabling redirected
printer mapping?
