cpu usage

When I installed windows XP on a computer with a one gig
processor and used the windows manager to see the cpu
usage, it was at 100% constantly with no programs running.
When I tried to run a program it would take forever or
never load. I reformatted the drive and installed win 2k
and everything runs fine. Why?
 
Clean install? Bet you did an upgrade when you put Windows XP on the
computer.

Now that you've wiped the drive, it's kind of hard to troubleshoot what used
to be there. It could have been a virus, spyware, malignant software, flakey
drivers....
