CPU usage 100% with some users

When the computer is operating under some (but not all)
users the CPU usage is running at 100%. When cntrl alt
delete is hit windows task master - processes shows a
high cpu usage for the rundll32.exe file. When that
process is ended the computer speeds up and CPU usage
returns to normal.

Any ideas on how to fix this problem without going
through the above steps.

Check here:

Start/Run/MSCONFIG
Goto Startup tab and look for an entry "Rundll32.exe <followed by DLL Name>
Uncheck it.
