CPU Usage @ 100% -- Slow Performance

Any idea how to fix the issue that MS identifes as "100
Percent CPU Usage May Occur Under Some Battery Conditions"

My XPHome laptop is @ 100% usage with just Task Manager
running. Specs are 900mHz Duron, 256MB, 15GB HD with a
800MB++ swap file.

It's identified in MS Knowledge base article 328915, but
I'd like to avoid the call.

No...

They didn't make it very clear AT ALL, but you do not have to call them...
You just need to install Service Pack 1a.

Here's the list of what it fixes... 328915 is just above the middle....
