CPU 100% - System Idle Process

My CPU utilization sits at around 60% at almost all time
due to the System Idle Process running at very high
levels at all times. Anytime I go to open a program, or
heaven forbid, run 2 programs at once, it pegs out at
100%.

Anyone seen this and know why it might be occurring. Any
help to fix this would be appreciated.

System Idle Process represents the time your CPU is waiting for something to
do. Think of the meaning of "idle."
