I have a message on my task bar [green button] saying my PCU is at 100%.
Should I do anything about this? If so,what?

Normally your CPU should only be used a small fraction of the time
unless you are doing some highly specialized work such as complex
mathematical analysis.

Press Ctrl+Alt+Delete to bring up the Windows Task Manager.
Go to the Processes tab.
Click twice on the CPU column header to sort the list of processes
based on CPU usage with the highest usage items at the top.
Make a note of the 5 or so items at the top of the list together with
their CPU usage percent and post that information back here.
That will show us what is going on with your computer.

Good luck
