Hi,

HAve pc's running Windows XP. Intsalled CS HL but users cannot start the
game.
Works fine for admin users.

Help.

Any idea how to fix the permissions or whatever, so that users can play CS,
without giving users admin access?

you could try giving them power user access... Go into
Administrative Tools from Control Panel, and take a look at the "Local
Users And Groups" option. Just add usernames to the Power Users
group. That might fix the problem.
 
In the limited user account right click on the shortcut to HL and choose Run
As. Now type in the admin info. and click ok.
 
Go into users and passwords and modify the group membership under
properties.
 
Tell the suckers from Valve fix the game. They have to read the programming
documentation sometimes, to get an idea how to access Program Files and
HKLM, and what those are for.

To solve your problem quicker: give Users group "Modify" access on Program
Files\CounterStrike. If you're using XP Home Edition, boot to safe mode,
open the folder propertimes, Security tab, Select Users, check "Modify".
