Could Not Lock File Workgroup Win XP

When I updated Access 2000 to Access 2003, and tried to map to my database
(cases) in a pier to pier workgroup, I received the error message "could not
lock file".
I fooled around with database utilities convert from Access 2000 to Access
2003 on each computer. At one point I was able to access Access access in
Read Only. Now I am back to the previous error message.
Should I reinsall both?
Please help. I work for a law firm that is waiting for me to get this
installed.

Ensure all users have full permissions on the folder where the mdb and the
mdw are located. Also ensure that your mdw and mdb have different names.
