Workgroup File stopped working

The workgroup MDW file I have been using has stopped working

It no longer prompts users for username --everyone is admin
This is true for everyone in the compnay on Access 2000, 2002 or 2003

I have tried to rejoin the Workgroup

I have restored the workgroup file from time it was working

If I try to join the default workgroup (system.mdw), I cannot open my
databases (Database is in unexpected state)
